Two plus two equals four, everywhere in the universe. Accepting reality is close to the first rule of warfare, which "must be studied," simply because what's at stake is Survival.
Laws are only as good as those who comply with them. Many laws have been repealed when the public refused to obey them, or when they were uninforceable, or prooved to be counter productive to the original goal.
If a public rest room becomes a dangerous place, and privacy no longer exists, then don’t use it. :) Simple solution.
