Since we have satellites in similar orbits, “taking them out” would endanger our satellites as well. Not a good idea. The resulting debris will remain in orbit for many months after. Once we develop and perfect that tractor beam we’ll be able to yank them out of orbit with no resulting debris.

OK, how about this alternative. A cheap little guided retro-rocket pack that will self-attach to the offending satellite and send it back to Earth? No debris, just a pretty burn up on the way down.
