Even if they were carrying nukes (which they aren’t) they’re not in stable orbits and can’t easily be controlled from the ground.

Even if they were carrying nukes (which they aren’t) they’re not in stable orbits and can’t easily be controlled from the ground. There is no way anything launched into space has not had its radiation signature inspected. You can only shield so much if a device is a nuke. A nuke designed to be an EFFECTIVE EMP device would have to have some significant yield in addition to special design and placement.
