Thanks Lazamataz. Even if he had been in New Orleans and taken a brochure, that wouldn't mean much, as he'd already have escaped from Cuba and the torture and turned against Castro. Also, no one (including Oswald) had any idea what would happen in November '63. The Wikimedia photo of Castro has numbers written above other men in the photo there, so the Warren Commission probably had identified them, or their law enforcement sources had.

No he didn’t really escape Castro’s Cuba. He sounds very pro-Castro and it appears that remained of that sentiment during his early adulthood. He maintained his Cuban citizenship for 15 years after leaving Cuba.
His vocal pro Castro communist sentiment is why Rafael was not resettled among 150,000 of his countrymen in Miami, Orlando, or Tampa. His port of entry was Key West and he was taken to Houston, Texas.
