I read that both Rafael and Eleanor (Teddy’s parents) were on a Canadian voter list. Does that mean that both were Canadian citizens at that time? I also read that Canada did not allow dual citizenship back in the 60s. What I would like to know was did Eleanor get Canadian citizenship before Teddy’s birth? And, was the dual citizenship thing a fact? It would be good to nail down the citizenship status of Teddy’s mother Eleanor.

Yes - from the government of Canada's website-

Canadian Citizenship Act [January 1, 1947]
(.... last sentence>>) In general, Canadian citizens who acquired citizenship of another country automatically lost Canadian citizenship (dual citizenship was not recognized).

This wasn't changed until 1977.
