That is like saying that the Capitals are the best Canadian team that can win the Stanley Cup.
He may be the most conservative liberal that can win the presidential election, but I have sincere doubts that he is even a liberal conservative.

Then what he is saying is that a Conservative is no longer electable given the makeup of the electorate in 2016. And sadly I'm coming to believe that might be the case.
