Your successful destruction comment tells me you want some kind of measurable end date. If you knew it would never be done you wouldnt ask it that way. The success is by purging out the known existing and their enablers, and then keeping out those that would try to weasel back in, and it always has to be monitored and measured and dealt with. Success is measured continuously because it requires eternal vigilance.
