It would be surprising if the Russians tipped their hand this way. Better to use it in battle and as a surprise.
If true, the Pentagon will be working on a counter measure ASAP and will be able to nullify it.

May not be an easy fix, though. They may well be using the integration of systems against itself which could mean some major redesign and refit.

As the Russian jet approached the US vessel, the electronic device disabled all radars, control circuits, systems, information transmission, etc. on board the US destroyer. I guess that you are referring to this http://theaviationist.com/2014/04/14/su-24-buzzes-us-warship/ but, no ECM was used, and it would have been stupid to use any type of ECM and reveal any electronic signatures. No sane pilot would have done that.
