Maryland Delegate and Alternate Delegate Selection Process [MD GOP Primary Rules]

In Maryland, there will be 3 delegates and 3 alternate delegates elected per Congressional District on the Primary Ballot (April 26, 2016) for a total of 24. These delegates and alternate delegates are elected by the Republican voters in each Congressional District and are bound to the winner of the Presidential contest in that Congressional District. There will be 11 delegates and 11 alternate delegates elected at-large at the MDGOP 2016 Spring Convention on May 14, 2016. They are elected by the members of the Republican State Central Committee of Maryland. They are bound to the winner of the statewide Presidential contest in Maryland.

 

If an individual wants to run as Congressional delegate or alternate delegate, he/she files with the State Board of Elections by the filing deadline of 9PM on February 3, 2016. The candidate must be a registered Republican residing in the Congressional district in order to file to run in the district. A filed candidate may have the name of a Presidential candidate placed adjacent to his/her name if the campaign grants their written permission. The campaigns will submit the names of their approved delegates and alternate delegates to the State Board of Elections for each Congressional District. An individual does not need a candidate’s name adjacent to his/her name in order to run. You may only run for one position - either delegate or alternate delegate. The three candidates for delegate receiving the highest number of votes per Congressional District will be the winners and the three candidates for alternate delegate receiving the highest number of votes per Congressional District will be the winners.

 

If an individual want to run at large, nominations will be due to the State Party office one week prior to the 2016 Spring Convention by 4PM on May 14, 2016. I have attached the Nomination Form (you may also request it from MDGOP). A candidate must be a registered Republican in the State of Maryland. The candidate does not have to be a Central Committee member. Each candidate must have his/her nomination form signed by three active Central Committee members from three different jurisdictions (there are 23 counties plus Baltimore City). You may only run for one position - either delegate or alternate delegate. The eleven candidates for delegate receiving the highest number of votes will be the winners and the eleven candidates for alternate delegate receiving the highest number of votes will be the winners.

 

An individual who has run unsuccessfully as a Congressional District candidate may also run as an At-large candidate.

Mark-Is this an old map?

Other sources show the top 2/3s of Harford County being in the 1st CD.

Maryland rules say the delegate is pledged for the first round of voting at the convention. Delegates are also bound for the second round if their candidate received 35% of the votes in the first round of balloting. If not, they are unbound in the second round. Everyone is unbound if it makes it to a third round.

A good part of Harford is district 2. I met Andy Harfis once and told him I Was excited that he would be my rep. He told me his district wrapped right around my city.

But, I’m looking forward to voting for Pat McDonough.
