Translation: The party activists, a relatively small number of insiders, will decide who the nominee is. As someone who has been engaged at the local level in GOP politics, including being a delegate at several state conventions, this is the way the GOPe maintains control over the process. We can debate the pros and cons of doing so, but to assert that these are the results of some sort of democratic process is nonsense. The rules are made to ensure GOPe control over the process.
The Wyoming Republican Party website explains the process clearly: Delegates to the state convention are elected by the county conventions. Delegates to the county convention are elected by precinct caucuses in their respective counties. Any person registered to vote Republican as of the call for precinct caucuses in a given precinct may vote in that precincts caucus
