Simple you let a whole bunch of people run for delegate positions then you pull a preselected delegate list out of your pocket and declare them the winner.
Anyone that watched the convention las election could recall how the rules were changed. The question was called and a voice vote was asked. The nays clearly won the voice vote the chair slated the gavel and declare the ayes has it and the chair's ruling can not be appealed.
