I’m guessing that Wyoming is pretty much Republican. Say maybe 70% of the voters? So, 70% of the voters were able to select a delegate to send from their precinct, and those delegates (who are GOP precinct commiteemen) go on to the county where they elect the folks to go to state.

So - if they wanted to, 100% of registered Republicans could have been in on the selection.
