Zoelick, on the other hand, worked with Congress to pass the Trade Act of 2002, which included new Trade Promotion Authority. He also heavily promoted the Central American Free Trade Agreement. Then in 2007, President George W. Bush nominated Zoellick to replace Paul Wolfowitz as President of the World Bank.

She agreed that economic development south of the border would improve our security, including reducing the incentive for illegals to come here, but she argued that the economic development should be led by private business rather than government driven. Or is being a member of the committee enough even if she disagreed with their conclusions?
