Having been a delegate, I will tell you that finances are not that much of an obstacle; there are people who are willing to sponsor/assist delegates. If you live in California and want to be a Trump delegate, pay the fee and file the paperwork, and get busy finding sponsors. I think the Trump campaign will provide assistance in locating those sponsors; after all, Manafort is no slouch.
