The CIC can enforce the wall with the troops we take back from the deadweight countries. Paid for by Mexico :)
Not without Congressional approval. nor will that change the people being allowed to immigrate. nor the people already in this country.
A wall is meaningless without policy changes.
Regardless, do you really want 4 more years of an Executive Branch doing what ever it wants?
