No, Sibley was not disbarred. He was disciplined by the court with a 3 year suspension of his license to practice law. He was scheduled to resume practicing law again after the 3 year suspension expired. The 3 year suspension was imposed as punishment for allegedly filing meritless lawsuits. Arguably his law license was actually suspended for refusing to keep quiet and fall in line with the D.C. court coverup of the relationship between the intelligence services and the DC Madam, Palfrey.

yes, technically Sibley's law license was "suspended" for three years, but he never re-applied for admission, so he is not currently licensed to practice law anywhere.
