Looking at the video, it seems like his pants may have caught on the top of the fence and torn his pants, leaving his leg hoisted by the garment. Doesn’t look right.
Looked, odd to me too. My guess is while climbing the fence, he turned to shoot at the officer. The officer then shot him, where he fell over the side and his leg got caught...maybe
