If my thoughts are correct not just any LEO could look at the evidence and make it public. The judge simply preserved the documents as evidence in pending cases it would be available to DA or FBI who were putting cases together but not to the tabloids or others who might use the materials for blackmailing purposes.
By ordering the attorney not to share it he is acknowledging that the attorney is an agent of the court. OTOH I can understand the attorney’s stance on alerting the country to a candidates bad behavior. Particularly when this is not the only incident.
