The problem is that the rules are constantly being rewritten all the time. They deliberately keep them obscure to keep outsiders out and voters snookered.
I wouldn’t be surprised if the DNC and RNC coordinate with each other for each election.
Establishment always wins, we the people always lose.
That is quite possible.
