I found it easily the first time. The second time I found it for you I needed to use a cached page.

I searched Google, pasting in the link when it didn’t come up after you wanted the link, and then selected cached. I don’t know why within the span of a few hours the link has changed but that is where I found it, non cached this afternoon. I was searching the Fam 7 documents and never did find the one I had a couple weeks ago that spelled out that the classifications for determination under statute did not generalize to all situations. I bounced it off of CBolt at the time. I hate to think there is scrubbing going on.

I just found documentation to confirm that Fam 7 has been scrubbed in the recent past and perhaps continues to be scrubbed.

I discovered this by comparing previous versions of the State Department website between January 19th, 2016 and February 29th, 2016 using the Wayback Machine, a service of the Internet Archive.

State Department Foreign Affairs Manual 2016 Scrubs Presidential Eligibility According to the State Department, the deletion of the Presidential Eligibility Section 7 FAM 1131.6-2 was made on February 24th and the following section moved up. However, from the archived web page on February 29th it can be seen that the Presidential Eligibility section had in fact been deleted but section 7 FAM 1131.6-3 Non-Citizens by "Naturalization" remained in its original place contrary to CON-636.
