The conditions of Sen Cruz’s birth per the authority of Article 1 Section 8 clause for gives Congress the EXCLUSIVE authority over ALL rules of naturalization. That includes who is a citizen and who is not. Who is born and citizen and who needs to be naturalized as well as those who are born citizens.
