‘the children of citizens of the United States

Not notice the plural of citizen did you? Cruz father was not an American citizen at birth. So even if 1790 was not superceded Cruz still would not be eligible.

It has been and always will be about divided loyalties at birth. Cruz is not eligible.

It was a given at the time that the wife of a US citizen would be a US citizen also. Wives derived their citizenship from that of their husbands.

I’ve been willing to accept that the Founders did not mean to completely rule out those born abroad, since many of them did play a part in the passage of that Act. But, many of them also played a part in rescinding it.

The problem was birth in another nation that claims jurisdiction over all who are born there in the form of citizenship, imho. Birth in another nation that required a child to be born to citizens in order to be a citizen also would not pose such a problem.
