I believe that Cruz’ mother lived in Canada at least 4 years before Cruz was born, and his father was already a naturalized citizen of Canada. Cruz’ parents were both listed as voters in Canada, so it is possible his mother may be a Canadian citizen as well. In any case, since Cruz was born in Canada, his mother did need to do the necessary paperwork with the US consul so Cruz would be given naturalized citizenship. Cruz is, at best, a naturalized citizen, at worst, he is not a citizen at all.

I was wrong about the one year. In this article Cruz’s campaign said the moved there in 1967. The law in Canada at that time said you had to live there for 5 years to apply for citizenship so there is no way in 1970 she could have been a citizen.
