"Reince Priebus said the rules committee could change the rule about potential nominees had to have the majority of delegates in EIGHT states to be considered for nomination." Rules changes have to be accepted and ratified by a majority of the whole convention. The Committee can pass a rule change, force a vote, but they can't dictate the result.
