I think you are confusing electoral votes with constitutional delegates whose names are listed under each presidential candidate's on the general election ballots. The Constitution controls the number of electoral votes, the state parties control the number of delegates and how they are divvied up. These delegates have nothing to do with a republican form of government, but everything to do with the establishment parties controlling election outcomes.
