Bull. This is the same nonsense we heard after Iowa, that Cruz winning there would affect him in New Hampshire and South Carolina, and it didn't, at all.
No one voting in New York, Pennsylvania, Delaware or any other state later this month gives a damn about what Wisconsin thinks. The idea that there's anyone out there thinking "God, I just can't decide between Trump and Cruz, better wait to see what super-important Wisconsin says" is goofy.
