Wouldn't Congress have to vote on any changes to the Patriot Act that included cutting off remittances? Yes, because there is no way in Hades any judge with half a brain would find that taxing remittances to Mexico is within the powers contemplated by the Patriot Act. Zero chance this happens.

I read that there is a part in the Patriot Act that says you have to prove that you are legally in the US to send money abroad.
