Millions? Must have been a helluva large neighborhood, or someone really got ripped off.

I guess million would be more accurate. Fifty intersections were modified (two curb sections removed at each intersection) and the sidewalk paved into a ramp shape. Each modification cost around $10,000 each including labor. So a total of 100 modifications resulting in around a million dollars.
