Rush is describing the “professional” pro-life movement, ie, those who make big bucks “opposing” abortion. He even admits that the intention of these people is NOT to make abortion illegal. Not in his lifetime.
There is no reason whatsoever not to have penalties for those breaking he law, including abortion.
It’s an interesting point of view that I wish could be spoken of more. Particularly for women (and men!) who have abortions over and over again - as if it was their particular beloved form of birth control.

If something is wrong, then it is wrong.
Once that act has been declared illegal by law, to give a participant in that act a pass because politicians need their vote is outrageous.
This is really frustrating to me, because trump had the guts and honesty to speak the truth of this matter.
But now he is doing the opposite and telling people what they want to hear.
This is not leading. This is being led.
