I'm going to go with the suggestion I've made since this story broke: One of the many Bush operatives who have joined the Cruz campaign pushed the story to counter internal polling that showed that voters think that Cruz is extremely morally strict and as a way to damage the Trump campaign.
The whole thing just smells like their style. Then again, revenge by the Rubio operators after Cruz also beat Rubio in Florida is another motive.
Least likely is it coming from the Trump campaign - while he will brag about such extramarital flings, I sincerely doubt that he wants to really bring that to the forefront of the campaign.

I'm thinking the GOPe wanted to hold the story close until the Convention...while Cruz continued to acquire a minority of delegates...and if Trump didn't have the 1,237 delegates to use it to negate Cruz as a option.
But once Enquirer got hold of it they blew the lid off quickly...and thereby ensuring a Trump first ballot victory.
Rubio was likely the 2nd Ballot designee.
All that said, we're likely to never know.

All of what you conjecture fits the Clinton crime system to a tee. The story pits the opposition against each other in a moral dilemma ... slick used the Monica crap to divert attention from his selling our nuclear secrets to the Chicoms, so they know it works with folks who claim some moral high ground.
