“But we have constrained ourselves,”
That could be one of the most frightening statements ever made by a government representative. The royal “we” that claims it has some sort of divine authority over the people but chooses to constrain itself out of noble compassion is everything this country fought against at its inception.

They're getting very brazen now about not even claiming to follow the law. "We have constrained ourselves" is not "we have tried to follow the Constitution", not even close.
