Rule 40(b) is found on page 39 of 42 above.
Rule 42 talks about Rules 26-42 binding the convention (in 2012) and becoming the temporary rules in the next convention(in 2016).

Temporary Rules
Upon the adoption of the report of the
Convention Committee on Rules and Order of
Business, Rule Nos. 26-42 shall constitute the
Standing Rules for this convention and the temporary rules for the next convention.

Surprise, surprise, the Sea Island Republicans in charge of the Convention are changing the rules.
Anyone who doubts that they intend on installing Ryan or Jeb or Mitt or Kasich as the nominee for President is fooling themselves.
All of the infighting between Trump and Cruz is meaningless. The GOP establishment will prevent both of them from getting a shot at the nomination.

The fact that the RNC meets to make rules *before* the convention starts is disgusting. What it means is that they can change the rules based on the results of the primaries and caucuses in order to exclude non-establishment/conservative/constitutionalist candidates.
The RNC can also engage in all kinds of dirty tricks to unseat conservative Trump or Cruz delegates and replace them with State party hacks. It has been done before.

I’m doing the same thing. Of course, the republicans are so tone deaf, they will assume I’m switching because I don’t like Trump, not because I can’t stand to even call myself a republican anymore because of the GOPe.
