If I had to guess, he was trying to get the effect of saying “I have no desire to f**k with him” without actually saying the F word.
“Screw with him” probably would have sufficed, or “mess with him” if that was too racy. But copulate seems to be the word of the day. Is there a #copulate twitter name?

That’s my interpretation, as well, but in this context the vernacular “screw with” would have come off much less icky (to use mrs riverdawg’s phrase) than the literal “copulate with.”
I see your take on it but all Cruz does is talk about Trump and this has been going on for weeks - he literally can barely talk without talking about Trump. One of the talking heads actually had to stop him and say “what are YOU going to do?”.
Seems that Cruz does want to mess with Trump - he can’t stop himself.

To be clearer, he probably meant the following:
“The advisor is known as a rat f***er. Well, Trump may be a Rat, but I’m not going to F with him.
Oh - I’m just sick and tired of all of this nonsense - copulate it!
