Because you can’t be nominated without winning eight States majority delegates. Heard they may lower it to five.
Another reason is because Trump and Cruz are the front runners.
I see Two scenarios
1) Trump gets 1237. Game over. He is nominee.
2) Trump gets 1150 Cruz gets 900 Others get 400 (just an example)
In that case nominating Cruz would be legit (except to Trump of course)
Legit, maybe. Depends on laws.
Ethical? Well, that’s the question.

Cruz isn’t getting anywhere near 250 delegates of Trump. Daydream......
After tonight, there will be just 848 delegates left. Even assuming Cruz wins all 40 from Utah, he will have 465 delegates. To get to 900 he would have to win 435 out of 848. To get to 1237, he has to win 772 out of 848.
And coming up we have NY (95), NJ (51), CT (28), MD (38), PA(71), and RI(19). These states total 302 delegates. NJ is winner take all.
Cruz will never win 900 delegates, especially with Kasich in the race. He will be lucky to reach 800.
Before tonight, Trump has won two million more votes than Cruz. Trying to steal the nomination from Trump is insanity. But nothing the Stupid Party does would surprise me.
