I am saying how it should be done, not how all states do it. States have establishments, too. That doesn’t involve states rights, it involves corruption and an old boys network.
Do you really think the RNC is competent to plan and execute a strategy across most states to select only those delegates that would vote the way the RNC would want them too? In order to pull that off, the RNC would have to suborn 20 or 30 state parties and five or six hundred state delegates. I personally don’t think the RNC could organize a church social let alone a conspiracy as vast as that.
