I have no problem with this. We know he can ad lib his campaign rally speeches and interviews.
I’m glad he’s not yucking it up as at a rally where that’s very appropriate. This is a serious speech, and Trump gives it the gravitas worthy of it.
My husband prepares his remarks, but then just uses them to refer to, mostly speaking without them. That may be what Trump is doing.
