I know it's a bit off-topic, but I was reminded about it by the comment that voting for Cruz was a vote thrown away. This issue is still bothering me for some reason. I truly believe neither Cruz nor Rubio are NBC, as they had the possibility of more than one citizenship at birth. That seems clear to me.

What he would have qualified for at birth, presumably, would have been derivative citizenship based on the assumption that his mother was a US citizen at the time.
Proper paperwork would need to have been submitted.

Am I reading this correctly? If his parents were married at the time of his birth, only one parent need be a US Citizen to obtain derivative citizenship for births on or after November 14, 1986. He was born before that, so it looks like, in order to apply for derivative citizenship at birth, both parents would have had to have been US citizens. Once his father became a citizen, he could then qualify for citizenship. I would be very interested to see his immigration records. (Idle curiosity, I suppose.)
