It would/could go direct to SCOTUS. The decision will be by the highest court in a state. But it will be up to the loser to decide how to proceed. Bush v. Gore went in more than one direction, with the final SCOTUS case being a direct appeal from FL Supreme Court ruling.
I had thought that Bush/Gore went directly from FSC but wasn’t possitive.
