That’s right, the RNC makes the rules and the RNC can change the rules. But they do so at their own peril because if they screw with Trump he may just drop the big one and run as a write-in or 3rd party and guarantee the end of the GOP as well as President Hillary. They will not risk a nuclear option that would put control of Congress in jeopardy because that’s what feeds their bank accounts.
It isn't Trump they're screwing it's the millions of people who think he's the best of the lot of Republican candidates. They're so used to screwing the electorate, this may not even give them a moment's hesitation
