The prophecy states “Elder in Zion” which means someone who holds the higher priesthoood (Melchizedek). However, the wording is vague. As I stated before, I believe Beck’s Mormon faith is faltering based on some things he has said the last year, but he appears to be holding onto the theocratic doctrines of Mormonism - including this.
There are a lot of smiliarites between Mormonism and 7MD - such as a replacement theology which makes the US the “chosen land” and theoractic control of social/political institutions. If you would like, i can give you documentation on the LDS doctrines using LDS sources.
FWIW, the White Horse Prophecy (which Romney believed he was the fullfillment of) was written about Joseph Smiths own run for POTUS.

Many LDS have little understanding of the WH prophecy, but many will buy into “mormons saving” the nation.
Beck is trying to influence less educated/informed mormons to cast their vote for Cruz.
And by “less educated/informed” I mean those who know practically nothing of their church’s history. And sadly, there are many who just ignore it and remain obedient.
As an ex-mo, I believe that Beck getting this out into the public is a good thing.
I believe Mormonism teaches that the return of Christ will take place in the U.S. Missouri I think.
