I did not say Congress authority to naturalize. Please stop putting words in my mouth. I did say under Congress’s Constitutional authority to create a uniform rule of naturalization. By the way, that is in Article I Section * of the Constitution.

Rules of naturalization is a far broader scope than just naturalization. The rules of naturalization includes ALL rules. It includes who is a citizen and who is not. Who needs to be naturalized and who is naturally born a citizen. And as such, Sen Cruz was naturally born a citizen.
