There is no Constitutionally-recognized activity called "running for President", anybody can do it.

Correct it is up the Electoral College delegates to file a complaint and the President of the Senate (Biden) to recognize those complaints and validate the EC votes.

Which may mean that Hillary and her pick would be the valid ticket.
