Could this be by design? McConnell says to his boys “Ok, say what ever you want to provide yourself cover for your own Senate elections, and I’ll continue to be the bad guy and take all the arrows for refusing to consider the nomination”.

So why would you want Cruz to stay in only to give it to Mitt Romney or Paul Ryan?
If Cruz offers to step down, then he can probably get something he wants like a lifetime appointment with a U.S. Supreme Court seat.
