When Golda Meir (PM of Israel) was asked to place a curfew on women to help end a series of rapes, Meir replied by stating, “But it is the men who are attacking the women. If there is to be a curfew, let the men stay at home.”

I think Meir has the solution that Sweden, and other countries are looking for. At least the temporary solution. Place a curfew on immigrants. Not a citizen? Can't be out after dark or you will be deported. Plus other restrictions too I'm sure.
