Trumps meaning can be often misinterpreted. He has always said he will only attack if he is attacked. He has a quick response to attack back similar to the Clinton war room.
The difference, Trump hits back on his own. He does not send hacks out to do his dirty work. Also, when he sees a protestor trying to selfishly distract the media during his speech he says something to hit back. He does not start the confrontations he reacts in a spontaneous way.
