That “Bush’s fault” and parallel “Trump’s fault” meme is sarcastic, not serious, and is mocking those who blame Bush (or Trump) for trouble caused by others. I don’t see any harm in it. It isn’t “sticking” to Trump, it “sticks” to those who oppose Trump.

Maybe you don’t remember that at the close to the end of GWB’s term, all you heard everyday was Bush’s fault. To most of us it was sarcasm but to opponents they honestly believed it.
