He never stated the source, simply gave Brett Bair the paper. Nor was he deceptive, just showed that the rating went from D- to A+. The report said that during the 3 year reporting process it moved slowly FROM D- to A+, based on what they wrote in the article.
Just more excuses for Trump. He may not have lied out loud but an implied lie is still a lie.
It’s sad that our choice for president has come down to deceiving people.
