My wife has long held this notion. However, he can only pardon her if she is charged during his administration. He cannot pardon someone who has not been brought up on charges. However, if parties wait until he has left office to press charges, the process will proceed. A lot can happen between now and then tho IMO...

When has O depended on exiting interpretations of laws that do not support his whims? He could easily say 'I pardon everyone one in my administration of all crimes real or imagined to keep those nasty Republicans from trying to demean my great works plus I also deem it that they never have to testify if it would ever hurt their potential gig witha television network.'
