Government Solution Model:

1. Form a commission to study the “problem”. Err badly in the analysis, making sure to incorporate partisan politics into the final recommendation.

2. Form an agency to administer the recommended solution, which will not work because the problem was misidentified to begin with and because the agency is nothing more than a bureaucratic featherbed.

3 . Form a new commission to study the problems created by the ineffective agency’s bungling.

4. Create a newer, even more ineffective agency to correct the problems the government itself created.

5. Repeat ad infinitum.

To put it another way: define the problem in such a way that the only viable solution are more federal government programs, controls, oversight, AND SPENDING.

4.5 Make people, preferably lowest levels, collect data to justify the new spending.

Basically, you described the entire rat platform in 5 easy steps. All you need too do is replace “problem” with whatever it is that will be screwed up.
