In lieu of CRBA let’s see a Certificate of Citizenship or

* birth certificate (we’ve seen this)
* birth certificate of US parent (we’ve seen this)
* marriage/divorce certificate(s) of US parent
* documentation of any name changes of US parent
* proof of US residency of US parent

We shouldn’t have to guess about any circumstances.

He presumably although not certainly is a citizen and eligible to be a Senator or Representative, but he is not nor could he ever be eligible to be President.

What difference does a marriage or divorce certificate make? His mother was born a citizen. She never renounced her citizenship. She is a citizen now. She was born in 1934 in Delaware. She went to Rice University in Houston, Tx. She graduated in 1956. That alone proves she was a US citizen that lived in the US for 10 years with 5 of those years being after the age 15. Ted Cruz was a citizen at birth, period.
